We do not invent citations for dark states. Coverage level is part of the product.

What the spine includes

Sample extracts (proof of grain)

Live slices from the production ALF spine — capped on purpose so you can inspect real columns without a full license. Minnesota is used as a high-volume A-bulk example for facility / findings / tag samples. Coverage is the full national map (including FOIA / F-level).

FOIA / pending public records

Thirteen states are F-level: facility-level findings are not bulk-public yet. We keep open FOIA / public-records paths and surface accurate status — we do not invent citation rows for these states.

As each state opens, we load that partition and flip coverage off blackout — no national relaunch required.
